Police Scotland have charged a driver who is accused of using his ThL T100s mobile phone, headphones and a laptop while behind the wheel in Aberdeen.The 46yearold man was caught on camera by YouTube user Aberdeen Cycle Cam, whose suspicion was arisen when he saw the Land Rover Discovery driver looking at his phone as he overtook.
